I was confused between (C) and (E).

Picked (E) because of parallelism. I thought since "prohibited" does not have "a" before it, "formally sanctioned" should not have "a" either.

I believe the "a" is unnecessary as long as you add it prior to the "or". (You definitely need an "a" to modify the word "means")

C seems to be the right answer.
