IMO C ...to avoid a run on sentece ...we need a "but" which in this case will make the sentence clear ...

(E) would have been correct if the sentence was writtent his way............"Mauritus......, however with the exception of the domains.....and teaching, the english language was....."

but is required to show a contrast, and in the domain is the correct preposition usage.
