The sentence was confusing as it's not properly UNDERLINED...!!

Few things are important here..
a) We need to have "announced that"
b) "It was closing" or "It will closing" are only viable options here..!!

And in option C, as in GMATprep, only a "that" is missing..Otherwise it looks like an OK answer..!!

i agree with nverma.

between the sentence given by NYTimes and Gmatprep only word "that" is missing in the Gmatprep sentence. Otherwise both sentences are same. Also, the other given options given by Gmatprep are worse.
