As per my understanding this sentence isn't of the form So X ... that Y or So X, So Y... that Z
Also, the sentence needs require and not requires.. you can directly eliminate B, C and D choices..

Agreed with temp33 that B, C and D can be eliminated because the sentence needs require and not requires.
E can be eliminated as essentially you looks wordy.
