C would be the correct idiom. Between x and y contrasts two things or ideas. Among contrasts three or more. With that being said, eliminate B and E. Between x and with Y is incorrect.
Please read option C into the entire sentence and you will observe that the whole structure remains incomplete (sentence fragment).

It is like saying, "Opinion regarding the new housing complexes between X and Y ??? So what?
