OA is C.
However, the comparision in C seems to be between "Today" and "About 35%".
Please clarify this point.

we all agree the correct answer is C or E .. 
C. Today, more than 43 percent of Californians under the age of eighteen are
Hispanic, compared with about 35 percent a decade ago.

E. Today, Hispanics under the age of eighteen in California account for more than
43 percent, unlike a decade ago, when it was about 35 percent.
does not clearly answers the follwing questions : " Hispanics account for what " .. When you try to answer this you will see option Clearly answers this question .

Option C is in Active voice and option E is in passive ( active preferred over passive, if possible )

Also in option "it " is preceeded by decade .... So it creates a possibility of "decade" referred to as " it "

Also I reckon C the comparison is betwen two percentages ..

The "it" in E has no proper antecedent. In C - the 43% of today is being compared with 35% of a decade ago. Clear C

I narrowed to C and E and wrongly picked E....

But I do agree that E is ambiguous in that it does not say "Hispanic account for 43% of what???" Also, 'it' has not antecedent. Agree with C.

Is is more clear why the comparison is parallel now. "Compared with" are correct here b/c a percentage is compared to a percentage, similar items.
