IMO D
this is a tough one, here is what I think
A is wrong because of "it is" I think it's redundant here and it creates a fragment.
B is wrong because of "where" it should only be used for place 
C is wrong because I think "move in a procession.." it's an appositive but it's position is wrong and awkward
D is correct the appositive is substituted with a infinitive so the awkwardness is eliminated and it shows an outcome
E is wrong because it creates a fragment "it moves..."

Guys, just don't get questions from anywhere.. If you don't have the OA, then try google to it first.. I advise you not to post any such questions.. cos you might see people arguing over stupid choices leading to nothing and the knowledge and understanding getting hampered in the process...

Hi temp33, thanks for your discerning opinion.

However, you would agree with me that there has been a 100% consensus over the choice of (D);
I also chose D, but need to reinforce its acceptance based on constructive evaluation from those
who know better than i do. In effect, this is unlikely one of those questions that elicit
unnecessary arguments "over stupid choices."
