Hi Mustdoit, the two options are different:

A: SIGNIFICANT PORPOISE POPULATION
B: SIGNIFICANT POPULATION OF PORPOISES

E it is.

'that' in option A, B and E refers to 'United States', which is not the intent here.

D is plain wrong.

E is parallel and conveys the meaning.

'and' is the parallel marker in this question and only option E makes 2 clauses parallel as both clauses start with relative pronoun 'where'. option a, b, and c don't have parallel clause and also there is comma before 'and' that doesn't seem to be right as comma is used before 'and' only when there is a list.
