what the sentence is try to say is that GW trued to strengthen south's economy by x and y

A. the economic strengthening of the south with improvement of soil and diversification of corps. < its strengthening the economy >
B. strengthening the economy in the south with soil improvement and diversification of corps.
C. strengthening the economy of the south through soil improvement and crop diversification. <correcto>
D. the strengthening of the economy of the south through improving soil and crop diversifying <not parallel>
E. the economic strengthening in the south with improving soil and diversifying corp. < same as A>

ANswer is C

While the explanation by jcurry is right , the answer is hinged on the difference between corp and crop richness of soil logically makes sense only with crop diversifcation ( which is related to farming) and not corp diversification ( which may be meant for police corps or armed corps etc.). So between C & D D is too wordy and awkward and C uses correct parallelism

Right?

D) "improving soil and crop diversifying"

It's not only awkward but technically incorrect, you have to have the same logical structure and the same grammatical structure.. this has neither.

Not 100% on this, but it seems to be a tense issue. If you changed it to 'the economy strengthening in the south is a result of ...' that also seems correct to me.. experts please give us your advice.
