Initial liters X, 9 liters are extracted, there are (X-9) liters, quantity of milk there, (X-9) (9/100).
That amount of milk does not change, if the total volume changes, it increases by 9 liters, so we have a solution of X liters to 6% of milk.

Then the amount of milk has not increased or decreased is the same.
So we have to,
(X-9) (9/100) = X (6/100)
X (9/100) - 9 (9/100) = X (6/100)
X (9/100 -6/100) = 9 (9/100)
X (3/100) = 81/100
X = 27 LTS
