Hi,
In my opinion, EA and R1 don't make much of a difference for Fuqua. You could do either and stand a good chance of getting through. For the Class of 2018, there were almost equal admits for India in both rounds.
Of course, EA signals solid intent of attending Fuqua and gives a slight advantage, but R1 doesn't have a disadvantage in terms of chances. So, either should be fine.

I was just wondering would it send a wrong signal to adcom if I am applying in R1, not EA, even when I am a reapplicant and fully prepared to apply in EA

So I was a reapplicant this year. I did apply EA. I'm not sure it would've mattered had I applied R1.
The rule is, if you're prepared you should apply EA. And if you get through, you're done. You can relax and spend a lot of time preparing. There's certainly advantage there, and also from the perspective of your candidature appearing more promising. I don't think AdCom will view it negatively, if you do apply in R1.

If you want to go to Duke, you need to to apply EA. Every communication I have had with adcomm in regards to reapplicants (as I am one as well), has said they strongly encourage EA.

I've written a few posts about the Duke applicant and reapplicant process back in the day.

I'll say you can do EA or R1, but I would encourage you to do one of those. EA shows adcom that you're REALLY in this -- no ifs, ands, or buts. However, if you put together a compelling application and apply in R1, you can be admitted as a reapplicant (I reapplied in R1 and was admitted). Don't rush your application to submit in EA because you think you have to to appease adcom; apply when you're ready -- in every sense of the word.
