My main objective was to improve IR score given INSEAD's focus on this section. However, my Verbal score tanked. A higher score improves the chances but I'm afraid IR score may be a bottleneck if I were to share Attempt-1's score.

Your scores are very similar, and even the sectional scores are almost the same across the two attempts. You can go with the 720. The 10-point change to 730 will not make much of a difference.
INSEAD claims that they take into consideration your whole GMAT history, so I would submit both scores. More so, since there is no significant drop in your V score on your second attempt. And 10 more points on your overall score could make a big difference, more so if you come from an over-represented background.
