In the mid-nineteenth century, the partial shift away from short beer or ale and toward tea preceded many other changes in mass diet in Britain, such as the rising consumption of store-bought bread to replace bread baked at home. Increasing urbanization and the participation of women in the work force outside the home meant that, to meet the time schedules of the mills, they had to leave food for school-age children and to prepare dinner more quickly at the end of the work day. But in the case of ale, the immediate impulse for the shift toward other drinks came from the imposition of substantial taxes on malt by the state, such that home brewing was taken out of the economic reach of laboring families.

Let's Deconstruct the statements:
1) Due to the increasing costs of malt, tea replaced short beer and ale as a domestic beverage in nineteenth century Britain. (The Short Beer and Ale was replaced by Tea, But no such significant reason for shift is given. Moreover if price was the reason for shift, there would have been more than partial shift. But it is not given as so. Therefore We don't have such given proof to justify this)
2) Increased female participation in the workplace did not result in economic stability for families in mid-nineteenth century Britain. (We can say this statement holds value. As given in the statement, "home brewing was taken out of the economic reach of laboring families." we can say even if the females of the house started working outside home to add financial support to the family, the income from home brewing beverage method has been ceased, so there wouldn't had such shift in income source to stabilize the economy of labour class family)
3) Nineteenth century British mill owners were unsympathetic to the plight of working mothers. (This can be true or can't be. In statement "females had to leave food for school-age children and to prepare dinner more quickly at the end of the work day." as stated Females had to go to work before school time starts and get back at dinner time. or can't be, because no such mention in given inthe passage of mill owners being unsympathetic.) We need two extreme which is either true and can't be true at all.
Unlike 3rd , 4th and 5th statement which could be true or could not be.

How can you say price of malt didn't increase as a result of increase in taxes given??
