Environmentalist: The government provides a truly inordinate amount of support to the dairy industry, lavishing it with subsidies and even purchasing a large proportion of its excess stock year after year. As a result, dairy farmers have, for years, been maintaining farms and herds larger than what the market actually demands. This is very bad for the environment, as cattle are notoriously resource intensive livestock and produce a great deal of greenhouse gases. The government is hurting the environment by making the dairy industry artificially profitable and must work to avoid these effects.

The recommendation of environmentalists is to reduce government support to dairy industry which will further reduce pollution.
This is best supported by E in first column and B in the second one.
B which i believe would be the answer of many people who attempt this question, cannot be the answer in 1st column coz it is more of a result as per environmentalists than a recommendation in the passage.

Make cattle less resource intensive - > It is clearly stated that cattle is resource intensive, so we can't make it less extensive, so this can't be recommendation.
Decrease overall environmental harm - > This can be intended result, if government accepts the recommendation.
Reduce overall government expenditur - Reduce ok, but where?
Prevent the production of dairy-based goods -> No where it is written.
Reduce government support for the dairy industry -> This is what environmentalist Recommends
