Request to please explain why for the 2nd blank it cannot be all three as if the meetings are scheduled during work hours there is a possibility of an employee missing the meeting

Not all three fit the second blank because it asks what primarily ensures attendance and travel time. The first rule only caps the meeting window (10 to 3); it does not make attendance feasible. You can still miss meetings within that window if they overlap or lack buffer. The rules that directly secure attendance are the second (no conflicts) and third (5-minute buffer).

The first requirement is "Meetings should not be scheduled during the work hours before 10:00 in the morning or after 3:00 in the afternoon." Focus on the word "...during the work hours..".
Hence it means this requirement is for ensuring that workers dont spend too much time on meetings because no meeting are supposed to be scheduled during the work hours.
The second and the third requirements are for ensuring that workers get enough chance to attend all the meetings. If a meeting conflicts with another meeting and if a meeting starts exactly on time ( and a employee gets late by few minutes to reach the meeting room) , there is a good chance that the employee may miss a meeting fully or partially.
Option 1 and option 4 are the answers.

1. We are asked to  match the 3 requirements to the 2 purposes .

2.  Purpose 1  is  "to prevent an employee from spending too much work time in meetings" .  Purpose 2  is  "to allow employees to attend all their meetings and with sufficient time for traveling between any two meetings" .

-  Meetings should not be scheduled during the work hours before 10:00 in the morning or after 3:00 in the afternoon.  This requirement is about limiting the time of the meetings. This   relates to Purpose 1  , however it   doesn't relate to Purpose 2  .

-  No meetings scheduled for an employee should conflict with any other meetings scheduled for that employee.  The requirement talks about having no overlap between meetings for an employee. This   doesn't relate to Purpose 1  , however it   relates to the first part of Purpose 2  .

-  Meetings should begin 5 minutes after the scheduled start time.  This requirement is about giving time for employees to join a meeting. The requirement   doesn't relate to Purpose 1  , however it   relates to the second part of Purpose 2  .

3. Answer:   1 - only the first requirement, 2 - only the second and third requirements  .
