A manager of an apartment building in Ankara, Turkey, is planning the building's maintenance budget for the next three years—Y1, Y2, and Y3. All maintenance must be paid for from the building's maintenance reserve account (MRA). The manager knows that at the end of the current year (Y0), there will be exactly 50,000 lira (₺) in the MRA. 
The apartment owners have set the following priorities and constraints for the manager.

A blank cell indicates that, in this plan, no money is to be spent on the indicated project in the indicated year. There are no other projects.

Question 1: 1. For each of the following years, select Yes if, according to the information provided, the manager's draft maintenance plan includes spending money on at least one of the two lowest priority projects. Otherwise, select No. 
  Answer : The Two least projects : Landscaping and Interior Designing is to be completed in year 2 and 3 only. Given the plan followed up by Manager is considering the yearly cost as it's given
A part of landscaping is been done in year 2 and the other part of landscaping along with interior is done in year 3.
Henceforth, only year 1 don't include unwanted expenditure related to least priority projects.  
  Year 1: No, Year 2: Yes, Year 3: Yes.

Question 2: 2. For each of the following years, select Yes if, according to the MRA projections for the manager's draft plan, the end-of-year balance in the MRA meets the owners' constraints as described in the Constraints tab. Otherwise, select No 
  Answer: the balance at the end of year to be maintained is atleast 10,000
whereas the balance remaining in MRA acccount at the end of year 1, year 2, and year 3 = 5000, -18000, 13000 respectively.
Among all 3 years only year 3 balance is satisfying the constraint.   
  Year 1: No, Year 2: No, Year 3: Yes.

Question 3: 3. Assume that no two projects have the same priority. Given this assumption and based on the information provided, which one of the following maintenance projects must be either the apartment owners' third or fourth priority? 
  Answer: Since 1st year projects has to be done in 1st year only
Top 3 priorities are Plumbing upgrades, Roof repairs, Wall repairs
Among which Roof repairs and Wall repairs are top 2 priorities
and plumbing is 3rd
since plumbing is not among options.
Year 2 priority tasks are: Exterior, Landscaping and Plumbing
Among these tasks, Landscaping is least priority task
Plumbing is 3rd priority task and 4th is Exterior which is among options as well

Hey,  Juststarting ! I know this is probably coming late for you, but for anyone else coming to this with the exact same doubt, the answer is that you  can't  determine which rank landscaping and interior painting--they're the 5th and 6th priorities, but it's hard to say which is which (if you  had  to guess, you'd probably go with landscaping as 5th and interior painting as 6th, as landscaping has an amount budgeted for Y2 and Y3, whereas interior painting only has budget for Y3. That said, an IR question would never put you in a position to  need  to make that determination). That ends up being totally fine for the question asked, as knowing that landscaping and interior painting occupy the 5th and 6th slots rules them out for the 3rd- and 4th-priority slots.

If you notice in the draft plan table, exterior painting is only present in Y2 and it is not mentioned in Y3 which indicates that just like our 1st and 2nd priority(Wall and roof repairs - which had to be completed in Y1) exterior painting has to be completed within Y2 itself so that takes higher priority than Landscaping which is being completed only in Y3 thus the 3rd or 4th Priority would be either between exterior painting or plumbing updates (since both are completed by Y2) and since we don't have plumbing updates in the answer choices, the correct answer is exterior painting. Hope this helps!
