In question 1 part 1 C+ can be greater than B. How to decode that C+ is smaller than B.

Q1: 1. For each of the following areas, select Yes if the information provided indicates that the area's projected 25-year economic growth received a higher rating than that of Area 1. Otherwise, select No.

Projected 25-year economic growth:
Area 2: B vs C+ = Yes
Area 3: A+ vs C+ = Yes
Area 4: E vs C+ = No

2. For each of the following committee members, select Yes if the information provided suggests that the member would probably give Area 2 a greater priority over Area 3 for infrastructure funding. Otherwise, select No.

Mr. Hernandez: B vs B- = Yes
Mr. Li: B vs D = No & B vs A+ = No
Ms. Tansey: A vs C+ = Yes & C vs D = Yes

3. The area that Ms. Wahid would prefer to receive top priority for infrastructure funding received which one of the following ratings for its readiness for economic development?

C+ cannot be greater than B. Not sure how that would make sense?

the highest rating return on invest criteria is A+

I still don't understand why its rating E and not rating A for ques 3- "The area that Ms. Wahid would prefer to receive top priority for infrastructure funding received which one of the following ratings for its readiness for economic development?"

Check the question:

3. The area that Ms. Wahid would prefer to receive top priority for infrastructure funding received which one of the following ratings for its readiness for economic development?

Ms. Wahid’s criterion tells us which area to select, but it does not give us the answer directly.

According to the Funding criteria tab, Ms. Wahid gives higher priority to the area with the highest expected return on investment. Looking at the table, Area 4 has the highest ROI rating, A+, so Area 4 is the area she would prefer to receive top priority.

The question, however, does not ask for Area 4’s ROI rating. It asks for that area’s readiness for economic development rating. Looking at the readiness row for Area 4, the rating is E.

So A+ is used to identify Area 4, while E is the rating the question actually asks for.
