Probably you are mixing the graph of Accidents with the number of Cars. We have data of 1990-94 and maximum accidents we know by the information provided are approx 480 thousands in 1994. So we cannot guarantee when the accidents will cross the 500 thousands, they could decrease to even 480 thousands in future.

Hence the answer option E is correct.
