Official Explanation
The National Park Service has approximately 15 agents killed or injured per 1,000 agents. The U.S. Marshall Service reports approximately 3 agents per 1,000. If the actual number of agents killed or injured was the same for both agencies, the total number of agents would have to be different to result in different “per thousand” ratios. The number of agents in the U.S. Marshall Service would have to be approximately five times the number of National Park Service agents.
I think the second question is wrongly asked. There is no way to find the number of agents killed or injured in the National Park Service or the Secret Service from the provided data, as the data is a ratio, not a number.
