The Consumer Price Index (CPI) measures the average prices of goods and services purchased by consumers. In the United States, the CPI-U calculates the CPI for all urban consumers.

The seasonally adjusted price for fuel oil decreased by 1.4% from April 2010 to May 2010.
Reading the heading of the table, we see that the values in the table represent the following:
Percent Changes in CPI for All Urban Consumers (CPI-U), US City Average/Seasonally adjusted changes from preceding month
So, the each of the values in the columns for the months is the percent change in the price of an item from the previous month.
Scanning the value for Fuel oil for May 2010, we see that it is -1.4.
