The blue circle represents attendees who attended the networking workshop, and the green circle represents first-time attendees.
An attendee who did not attend the networking workshop is outside the blue circle, while an attendee who was not a first-time attendee is outside the green circle.
Because the statement uses or, an attendee satisfies the condition if either one of these is true, or if both are true. Thus, anyone outside the blue circle, outside the green circle, or outside both circles is included.
The only attendees who satisfy neither condition are those in the overlap of the two circles, since they both attended the networking workshop and were first-time attendees. There are 5 such symbols.
Therefore, the number of symbols representing attendees who satisfy the condition is:
24 - 5 = 19
Thus, the probability is:
19/24
Therefore, the correct selection is 19/24.
