The correct answer is Choice D. Enforcing trafc rules and educating bicyclists about safety will obviously tend to reduce the number of bicycle accidents. Actions mentioned in the other answer choices will not have this effect. Choices A and C would explain the increase in the number of bicyclists in Parkville but not the decrease in bicycle accidents. Te number of automobile accidents (Choice B) is not correlated with the number of bicycle accidents. Finally, cancellation of a bicycle inspection program (Choice E), if anything, would tend to increase the number of bicycle accidents.
