Well it is not mentioned whether to include 100 and 200 or not. In the exam will it be mentioned?

Official Explanation

The whole numbers between 100 and 200 consist of 101, 102, 103 ... 199, and thus include 99 numbers. Of these, four numbers are equal to the square of another integer: 121, 144, 169, and 196, because \(121 = 11^2, 144 = 12^2, 169 = 13^2,\) and \(196 = 14^2.\) Notice that \(10^2 = 100\) and \(15^2 = 225\) fall outside the specified range. This leaves \(99 – 4 = 95\) whole numbers that are not the square of an integer.

The question mentions the word "between" so no need to include the outer values. A question will specify if it ask to include those values.
