What is the value of |y|?
(1) |y+5|=6 --> y=1 or y=-11. Not sufficient.
(2) y<10. Clearly insufficient.
(1)+(2) y still can be 1 as well as -11, since both are less than 10. Not sufficient.
Answer: E.

The thing that we have to understand on GMAT is that when he asks for say the value of |x| in the question the answer should be unique and single value. If we are getting >=two values for|x| then probably, the statements are insufficient.
