What percent of x is y?

(1) The ratio of x to y is 3 : 5.
(2) The ratio of x + 3 to y + 5 is the same as the ratio of x to y.

The prompt ask us actually what is the ratio y/x?
(1) Exactly what we were looking for: y/x =5/3. Sufficient.
(2) (x+3)/(y+5) = x/y
Y(x+3) = x(y+5)
xy +3y = xy + 5x
3y = 5x
y/x = 5/3. Sufficient.

The answer is D.

What percent of x is y?

(1) The ratio of x to y is 3 : 5.

The prompt ask us actually what is the ratio y/x?

Let y is a% of x. this implies -
y= a% of x, or a%= y/x
So the question asks us to find the ratio y/x

Statement 1: Sufficient. directly provides the ratio

Statement 2: (x+3)/(y+5)=x/y. Cross-multiplying gives us -
xy+3y=xy+5x or y/x=5/3. Sufficient

Hence, Option D
