(1) b^2 < 1 means -1 < b < 1. Now since b is not negative, here b can take only non-negative values.
So, 0 <= b < 1, i.e., b can take either value of 0 or values between 0 and 1. So b might be an integer (0) or it might not be an integer. Not Sufficient.
(2) b^4 < 1 again means -1 < b < 1. Going by the same logic as in first statement, b might be 0 (thus integer) or might be any value between 0 and 1 (thus not an integer). So Insufficient.
Combining the two statements, still b can be 0 or a number lying between 0 and 1. Insufficient.
Hence E answer
