Option C?
From 1st we have different values of (x,y) as (5,4) ; (-5,-4), so insufficient
2nd statement alone is also not sufficient, as we dont have info about nature of y
Combining both we can sufficiently answer the question is x>y?

(1) 4.x=5.y --> x = 5/4.y
2 cases:
y = positive, for example 1, then x = 5/4, in this case x > y
y = negative, for example -1 , then x = -5/4, in this case x< y.
Therefore INS. (B,C or E)
(2) x<0. No information about y INS. (C or E)
(1+2) In (1) we had 2 cases. Now we know that we should take the 2nd case: y = negative, in this case x<y.
We know that x<y and that x is NOT greater than y. SUFFICIENT --> Answer C.
