we are to find out whether a is positive.

statement 1: a/b<0. only thing we can conclude from this statement is that either a or b is negative but can't specify which one is negative. thus not sufficient.
statement 2: a>b. both a and b could be negative or positive. not sufficient.

combining both statement it is visible that sign of a and b must be different. from we know one is negative, from 2 we know a is greater than b. clearly a is positive and b is negative.

Thus the correct answer is C.
