If you extend BC and AC to intersect line l and m, it will make things clearer.
Angle C = x (using parallel lines and transversal properties)
y is the external angle for triangle ABC, so y = Angle B + Angle C = Angle B + x.
Therefore we can find x if we know angle y and B.
Hence answer is C. Both statements together are sufficient.
