We need to find the thousandth digit of the given number.
(1) all this tells us is that d is equal or larger than 5 (because the 8 was rounded to a 9)
Insufficient.
(2) this tells us that d = 5, because we know that it was rounded up by 1 and becme a 6.
Sufficient.
(B) it is.
