Target question: Is Z/4 an integer?
When I SCAN the two statements, they both feel insufficient, AND I’m pretty sure I can identify some cases with conflicting answers to the target question. So, I’m going to head straight to……

Statements 1 and 2 combined
There are several values of z that satisfy BOTH statements. Here are two:
Case a: z = 12. In this case, 12/4 = 3, so the answer to the target question is YES, z/4 is an integer
Case b: z = 6. In this case, 6/4 = 1.5, so the answer to the target question is NO, z/4 is not an integer
Since we cannot answer the target question with certainty, the combined statements are NOT SUFFICIENT
