We don't know how far apart the ticks are, but we do know that the ticks for a number line are consistent. We may write \(a = -2T\) and \(b = 4T\).

Rephrase the question:

What is T? (What is the length of one tick?)

Statement 1 Alone:

\(-2T + 4T = \frac{4}{7}\), that is enough for us to solve for T, so this is sufficient.

Statement 2 Alone:

\(7*4T = 8\), we may solve for T, so this is sufficient.
