If a and b are non-zero integers, is  a^b <1 ?

(1)  a > 0

(2)  b < 0

(1)  a > 0 
Tells us nothing about b.
If b is -ve then a^b can be equal to 1 or less than 1.
If b is +ve then a^b can be equal to 1 or more than 1.
We need the value of b to find the answer here.
 Not Sufficient.

(2)  b < 0 
Tells us nothing about the value of a.
If a =1 then a^b will be equal to 1 not less than 1
For all the other values of a it will be less than 1.
 Not Sufficient.

Combining: 
If a = 1 then a^b will not be less than 1.
For all the +ve values of a it will be less than 1.
 Not Sufficient.

E  is the answer.
