Target question: Is a > 5?
Statement 1: 8a ≥ 40
Divide both sides by 8 to get: a ≥ 5
Case a: If a = 6, the answer to the target question is YES a is greater than 5
Case b: If a = 5, the answer to the target question is NO a is not greater than 5
Since we can’t answer the target question with certainty, statement 1 is NOT SUFFICIENT
Statement 2: 4a + 6 ≤ 25
Subtract 6 from both sides: 4a ≤ 19
Divide both sides by 4 to get: a ≤ 4.75
If a ≤ 4.75 then a can NEVER be greater than 5. This means the answer to the target question is NO a is definitely NOT greater than 5
Since we can answer the target question with certainty, statement 1 is SUFFICIENT
Answer: B
Aside: This could never be an official GMAT question, since the two statements in a data sufficiency question will never contradict each other/

4a <= 19
We know 4*5 = 20, and 4a is less than 19. Therefore a has to be less than 5.
