Using Statement 1, the number could be 0.591 and could be less than 2/3, or it could be 0.951, and could be greater than 2/3.
Using Statement 2, the number could be 0.619 and could be less than 2/3, or it could be 0.916 and could be greater than 2/3.
Using both Statements, notice that Statement 2 guarantees that R is at least 6, because T is a digit, so T is at most 9. If R is exactly 6, Statement 1 tells us that S is at least 8, and the number 0.RST is bigger than 0.68T, and is bigger than 2/3. If R is greater than 6, then 0.RST is bigger than 0.7, so is also bigger than 2/3, and the answer is C.
