It is possible to find the ratio if a quantity is given. On the other hand, without any base (quantity/unit) one cannot find the proportion just by knowing the ratio.
Here,
In S1, Ratios with one proportion in quantity is given.. it's sufficient to find the other two by solving.
In S2, again the total number of items sold and the proportion of red is given.
Sufficient.
