From the question and the figure above, we can conclude that 3x + (y+x) =180 degrees, since that's the angle measure of a semi-circle. Therefore 4x+y=180.
Statement 1 tells us that y=2x and we can simply insert it into the formula that we created from the question stem. -> Suff.
Statement 2 tells us that the lines are perpendicular to each other. This tells us that All four angles need to be 90 degree. Therefore we can conclude the value of X through the given formula 3x=90 degrees. -> Suff.

This question is actually asking for the measurements of the angles.
Here, we can see in the diagram that two straight lines are intersecting each other. So, as the rule of thumb:
SUM OF THE ANGLES ON THE ONE SIDE OF THE LINE IS 180 DEGREE AND THE VALUE OF TWO OPPOSITE ANGLES ARE SAME.
Statement 1 says, y=2x. So, x+y=3x. If we add both angles 3x+3x=180, we get x=30. [SUFFICIENT]
From these information we can also infer that, all the angles created by the intersection of the two straight lines in the diagram above are same, making the lines perpendicular to each other.
Statement 2 says, Line l is perpendicular to line m, and we have already inferred that in statement 1. [SUFFICIENT]
So, IMO the answer is D.
