(1) xy is divisible by 16.
(2) x is divisible by 4.

Statement 1 Alone:
We may have x = y = 4, or (x, y) = (8, 2). Insufficient.
Statement 2 Alone:
We need y to b divisible by 4 to let x - y be a multiple of 4. We're not sure if y is divisible by 4. Insufficient.
Both Statements Combined:
We can still use the two examples in statement 1. Insufficient.
