Statement 1 and Statement 2 are not sufficient alone, as each statement provides information on one of the two variables. However, to compare two variables, we will need information on both variables.
Hence, we can eliminate A, B, and D.
Combined
(1) a < 0
(2) -1 < b < 1
Case 1: a = -1, b = 0.5 → Is a < b ? : Yes
Case 2: a = -0.1, b = -0.5 → Is a < b ? : No
As there are two conflicting answers to the target statement. The statements combined don't help.
