Do colleges and universities look more at your GMAT or Undergraduate GPA?

Well, this is a very subjective question. I don't think there is a general thumb rule. It may also depend on the school - which one they value more. I assume it is generally the whole application package - GMAT, GPA, Essays, Recos, Work Ex.,...
IMO, GPA is what you already have, can't change that. Just focus on doing well on GMAT and take it from there.

GPA importance decreases the more work experience you have.

GPA importance increases the worse your GMAT.

GMAT importance increases the worse your GPA was.

GMAT importance never decreases.

Hence, don't blow off the GMAT.

Made a poem out of this.. funny! :P

But seriously, rhyme underscores an important point, the GMAT should be taken seriously before taking the test as it makes sure that your app gets the attention it deserves.
That said, it is not all that matters. GMAT if backed with a strong combination of {GPA+Experience+Volunteering/Activities+Recos} should get you in the best of schools.
