Well, this is a very subjective question. I don't think there is a general thumb rule. It may also depend on the school - which one they value more. I assume it is generally the whole application package - GMAT, GPA, Essays, Recos, Work Ex.,...
IMO, GPA is what you already have, can't change that. Just focus on doing well on GMAT and take it from there.

But seriously, rhyme underscores an important point, the GMAT should be taken seriously before taking the test as it makes sure that your app gets the attention it deserves.
That said, it is not all that matters. GMAT if backed with a strong combination of {GPA+Experience+Volunteering/Activities+Recos} should get you in the best of schools.
