Unless you can make strong gains in quant in practice, I would not retake. There is no discernible difference between a 690 and a 710, and the only way you're going to get to 730 is to rock the quant.
You post was a little confusing...you mentioned quant skills not being on par with your math skills?? Do you mean you generally have solid math skills, but GMAT quant tripped you up?
It might be worth getting a tutor for a few hours to work with you just on quant. But don't schedule a retake until 1) you're sure you really NEED a 730 to be competitive at the specific schools you're applying to, and 2) you've conquered this problem. Otherwise there's no point.
