So if employes do not report at the first place then the numbers themselves must be wrong, So weakened the base to reach the conclusion.

C doesn't weaken the conclusion - "Thus, holding the certification appears to make an engineer more likely to leave Company Z within a year of being hired." C just mentions that the employees are not obligated to report. They certification can still make it more likely for employees to leave the company.

C doesn't weaken the conclusion -

It does, by creating the possibility that the 8% reported figure is significantly lower than the actual percentage of engineers who hold the mentioned certification—which may even be >18%.

The 18% figure, on the other hand, is presented as the actual proportion of quitters/leavers who held the certificate—so choice C doesn't make this figure an underestimate like the other one.

(The passage also doesn't say that the HR survey is mandatory; when I first read through the problem, I was expecting the correct answer to exploit potential differences between employees who filled out the survey and employees who didn't.)
