A 650 is a strong score (it's right around the 80th percentile overall), so you have plenty of options when it comes to choosing which Schools to apply to.
You really need to define your plans (especially your career goals) and use that information to narrow down your choices. For example, here are some things to consider:
1) What do you want to do with your MBA?
2) Is there a particular industry (or company) that you want to work in/for?
3) Are you looking for a specific type of Program?
4) Are you going to work while you're in School?
5) Are you willing to relocate? Are you willing to take classes online?
6) Will you be applying for scholarships?
7) Will the cost be a factor?
Etc.
Business Schools tend to favor applicants who have a real specific reason to apply. If you have done enough research to know that a particular degree from a particular School will match your goals perfectly, then that makes you a far more interesting applicant.
