Hello all and thanks for reading.
I am aiming for a 700+ on the GMAT. I began studying last December with an online tutor. We have had ~20 or so sessions to cover the material on the GMAT combined with hours upon hours of studying, quizzes and review. On my first official GMAT in the Spring I recorded a 660. I was happy with this result thinking that I wasn't terribly far from the 700 mark. For reference, when I took the test cold in late 2017 I scored around 550. However, since that 660, I have taken the official test two more times and received scores of 640 and 630 respectively. I'm a bit puzzled to see this regression despite feeling more confident about the material now than I did in the spring. In practice tests I have ranged from 630-680 during this period (I took about 4 or 5).
For the last test I got the enhanced score report and was able to identify which section/question types hurt me the most. I basically did terribly on the RC which essentially ruined my verbal score. Interestingly however I did really well on the CR.
To summarize, I'm curious if anyone here has thoughts or advice that may be helpful for me on my journey to right the ship and hit the 700 mark as well as specific advice for RC (besides from doing more practice passages). For what it's worth, the first test was in the "old" format and the second and third tests were in the new shortened format as of April/May.

1) How many practice GMATs have you taken? Please list the dates on which you’ve taken any practice GMATs, the total scores, the quant, verbal, and IR scores, as well as how you were feeling while taking the tests. Also, please tell me where these tests came from (ex: mba.com).
2) To what programs will you be applying? What are the deadlines for these programs?
3) By when would you LIKE to take the GMAT? By when MUST you take the GMAT?
4) How many hours a day, on average, can you study between now and your next GMAT?
5) What resources have you been using for your prep?

You have made a considerable improvement over your starting scores and yes there is still some way to go for you to reach your target score. Your scores from 630(66 percentile) to 680(82 percentile) is a very wide range and indicated towards issues. It seems that in the tests that you got questions from topics that you were comfortable with you scored well whereas in the tests where this was not the case you did not score as well.

Way Forward
It is important that you identify your topic level preparedness to devise a further study plan. Topic level preparedness is not the same as sectional preparedness. It goes one step beyond to tell you which topics in each sub-section is your problem area. You may follow the below mentioned steps to improve from here on:- • Evaluate topic level preparedness
