I prepared for the GMAT on my own using Princeton Review and Kaplan books and scored a 640 (39/39) on my first official GMAT. That score is lower than the 660-680 range that I was getting on many of my practice tests (Princeton Review CD and Official GMAT CD).
I recently retook the GMAT in hopes of improving on my 640, but I ended the test during the final verbal section. This decision was motivated by some "easy" questions that I received towards the end of the quantitative section. (See attachment) Did I psyche myself out or was I really doing poorly?
I have a 2.9 GPA from a top-15 university and a 3.8 GPA on three courses (acct / decision sci / computer info sys) that I have taken at a local state university. Also, I have strong work experience with promotions and advancements.
The schools I am applying to have average GMAT scores of 650 - 680. I was planning to apply early admission (November 1) to my first choice school. Should I sign up for a GMAT course and retake it? Should I hold off on my application until January 31? Would a 680 help me stand out to an ad com? Thanks for any insight.

I believe you made a mistake in canceling your score. Moreover it was a waste of money. A 680 will not make you stand out at schools averaging 650-680.
Now for the positive: I believe you can break 700 with a good amount of studying and that would stand out at schools averaging 640-680. I'm being reasonable, you probably can never get a 750 unless you studied your butt off for a long time and maintained your intensity for an extended period of time and had some luck during the exam. But it's up to you if you want to put in the effort to get a 700-710, which seems to be doable for you.
As for the course, it's only good for structuring your study. I believe all known concepts are either in books or somewhere in this forum.

It's too late now so there isn't much use worrying about it, but many people have reported receiving extremely easy questions towards the end of a section and still doing well. Personally, I got a really easy question near the end of my first attempt and wound up with a 48Q. For future reference, you should probably just see what score you get. Pretty much all schools say they will only look at the score no matter how many times you take it.
Regarding your other question, if the middle range of scores for the schools you are looking at is 650-680, then getting a 680 will not help you stand out (by definition you will be average there). However, since your current score is below their middle range, and your GPA is on the low side, it would make sense to take it again if you have been scoring higher in practice.
