When a school says that it requires the applicants to submit toefl score, is the chance to be admitted without submitting toefl score is plain 0%?
Before today all the schools in my mind did not require toefl score, but today I found a scholarship program that will send me to Carnegie Mellon University (CMU is very famous in my line of industry.) And the problem is that CMU requires toefl score and I am foolish enough not to have toefl score.
Would I have at least 5% of chance if my GMAT score and essays are competitive?
