Will VISA be issued to this person, even if he doesnt have money (for tuition fees) in his bank account?

PS: I read that during VISA proceedings, a VISA gets rejected if there is no sufficient amount in bank. Also, read that few instituions promises for loans. Hence I ask this question.
I am not sure if that is a written statement. Instead it is some information given in the site.
For example, Harvard site states that "All students who are admitted to the Harvard Business School MBA Program are guaranteed access to financing to cover the entire standard student budget".
