I graduated with a 3.98/5.00 GPA (same as 2.98/4.0). Is it acceptable to round up to a 4.0/5.0(3.0/4.0) on an application?

Undergrad: University of Illinois at Chicago
Double Major: Finance and Information and Decision Sciences
3.98/5.00 GPA
I have 4 years experience as an Underwriter in the Insurance industry, and I want an MBA to further enhance my knowledge of general management and Risk analysis. Possible options post MBA include management position in an Insurance company, or a Consulting position specializing in the insurance industry.
GMAT: 660, Q46 V35, AWA 5.0, plan to attend full-time Fall 2007. May take test again to break 700.
Short-list of schools include: Wharton(Risk Mgmt program) Chicago GSB, Kellogg, Wisconsin-Madison (Risk mgnt program), Notre Dame, Indiana-Kelley, Purdue-Krannert.
What are my chances with these schools? Is it necesary to re-take the GMAT?
