(1) Nine of the numbers sum to 45.
(2) One of the numbers is 15.

if 15 can not be within the 9 numbers with the sum 45 then it must be the 10th number. So we can find the average.
But it can be one of them. (for example: 2+4+4+4+4+4+4+4+15 = 45) 10th number can be anything so the average can be anything. Data is not sufficient.

We can setup a derivative question:

What is the average of ten pozitive integers?

(1) Nine of the numbers sum to 22.
(2) One of the numbers is 15.
