The Ans. is D

(1) It means there are 3 women for every man. Therefore ratio of M:W is 1:3. Sufficient
(2) Say there are 100 people, ie 3/4th of 100 is 75, so there are 75 Women and 25 men. Therefore M:W is 75:25 which is 3:1. Sufficient.

we are asked to find out the ration of no. of men to no. women

statement 1: let's assume men = x
women= 3x

Ratio: x: 3x
=1:3

statement 2: let's say total no. will be x.
no. of women is 3x/4
then no. of men is = x-(3x/4)
=x/4
Ratio: x/4 : 3x/4
=1: 3

Thus both statements are sufficient. The correct answer is D.
